November 4, 2025 (OTTAWA, ON) – U15 Canada welcomes the ambitious talent recruitment strategy outlined in today’s budget. We are pleased to see the government recognize that investing in highly-qualified talent is the foundation for Canada’s future prosperity, resilience, and security.
Canada’s leading research universities are key anchors for talent and innovation, with a crucial role to play shaping a strong and sovereign future. We stand ready to work with the Government of Canada to bring the best and brightest talent to our country — while continuing to support the outstanding researchers who are already here.
U15 Canada also welcomes the government’s intent to limit the impact of spending cuts on the federal granting agencies and maintain the planned investments in core research grants announced in last year’s budget. This recognizes the foundational role a vibrant research community can play through sustained support for fundamental research.
“In a moment when the global economy is undergoing a profound transformation and Canada is facing the urgent need to secure its economic future, today’s investment signals a decisive step toward reinforcing Canada’s position as a global destination for research excellence,” said Robert Asselin, CEO of U15 Canada.
“As the Prime Minister identified in his recent speech at the University of Ottawa, Canada is known for its world-class universities, scientific excellence, and strong commitment to academic freedom. Now is the time to build on those strengths,” added Asselin.
Budget 2025 also included new funding mechanisms for advanced technologies through the Defence Industrial Strategy. Canada’s leading research universities look forward to working productively with government on these initiatives to promote Canadian security and sovereignty.
